Jacks on the Preflop

I’ve seen your reply last time, thank you very much.
Well, I’m here again because I have a question about pocket jacks. Is it a decent preflop all in with one small raise in front of you? Personally, I feel that the hand should pay out somewhat. Also, taking it down before the flop is one way and actually a good way to show that you have a unique playing style.
Just the other day, I took one down preflop with one decent raise. Well, there was one caller with the jacks in front of me.
I worked on a theory eventually that at a fairly tight table where there is a family pot, many of the face cards are tighten up in the hands of people and actually have smaller chances of hitting, particularly if there are marginal raises as well if the table is composed of mostly callers. I’m not sure, but does it make sense?
Also, I would like to clarify that why is it a straight draw of low cards on the flop often pair the board? I don’t know if you have also noticed such.

In regards to the pre-flop all in it depends on the player you are against. If they are anyone other than a rock, then it is a good hand to move in with. If you can take it down with a raise, then do so.
When you are in a pot with multiple players, then jacks will not play as well due to the fact that a lot of high cards are likely out. If you do play, you want to hit your set.
In regards of the board pairing when a low straight draw is on the board, this is no more uncommon than other types of flops pairing up. If you are noticing it a lot, then you are either observant or seeing a weird display of card variance.
